2.      Random checking of instructors ID to be sure they are legit and are affiliated with any kite or windsurf schools. We are happy if MAP will issue tickets to the violators or frequent offenders even after given the 1^st warning.

3.      Private kiters inside the 50m distance from the beach ( marker buoys are seen 50m from the beach).

4.      Private kiters not registered in any school and without hanging lace, (those without hang in color coded markings on their kites). They pose a danger to their beach users if not practicing what is regulated (EO 001) by our Municipality for a safer and orderly Bolabog beach.

5.      Still many freelance foreign an local instructors teaching outside of the legitimate BWA schools using the non teaching equipments, endangering the safety of students and passersby, with no IKO instructors license which is the standard required for our Bolabog.

6.      Presence of 2-3 MAPs between 8:30-4:30 PM at windy days. We will share the cost of salaries o that we can be assures of 100% compliance to the EO 001.

Series of 2011. Snacks will also be offered on rotation scheduled by our association which will be submitted to your office every week.

We, in BWA are happy to inform you that with last seasons proper information dissemination to kite and windsurf schools/shop on the full implementation of EO 001 Series of 2011, resulted in a safer Bolabog beach kiters and windsurfer last season and for sure with your support, it will be safer again this year but we will need the presence of the officers to monitor compliance of players.

Compliance with executive order no. 001

              This office as issued Executive Order No. 001 Series of 2011, An order Stipulating Rules, Regulations, Policies and Guidelines in the conduct of Windsurfing, Kite boarding and other Related Sea Sport Activities within the Municipal Jurisdiction of Malay. The rationale of its issuance is clearly stipulated there in. In view thereof, you are hereby directed to clearly coordinate with the boracay Wind sport Association for the effective implementation of this issuance.

EXECUTIVE ORDER NO. 001

An order stipulating Rules, Regulations, Policies and Guidelines in The Conduct of Windsurfing, Kite boarding and other Related Sea Sport Activities within the Municipal Jurisdiction Of Malay.

Section 1. Regulatory Policies. Kiters and windsurfers. All kiters and Windsurfers shall observe the following regulatory policies.

a.      Schools

a.1 Only Boracay Wind sports Association (BWA) member schools will be allowed to conduct kite instructions ( BWA stickers and banners will be prepared for all schools).

a.2 All kiters and windsurfers must register with a BWA school, must inform the school every time they go out to the sea, including independent kiters for guidance and safety.

b.      Color Coding

b.1 Each kite and sail must have a color-coded ribbon, representing the color of the school they have registered with ( each school has assigned color coding for easy identification).

c.       Students

c.1 All students must wear their helmet and vests for safety particularly the lesson from body dragging to boarding.

d.      Flags

d.1 Red Flags texts “ Caution: Kite Lesson Ongoing, Be aware” must be planted every 10 meters on the beach area where lessons are held. Any schools conducting lessons without a red flag will be subject to a penalty of confiscation of the kite and fine, or for repeat offenders, will subject to banning fro the white beach (applicable at the white beach).

d.2 A big Orange Flag must be planted on the beach if wind is over 20 knots at the white beach and 4 knots for Bolabog beach. No kite lesson shall be allowed when the orange flag is up.

d.3 A big Red Flag must be planted on the beach if wind is over 25 knots. A big red flag means that you can kite or windsurf at your own risk.

e.       Instructors

e.1 All kite surfing instructors must be International Kite boarding Organization (IKO) ,BKSA, VDWS certified for assurance of quality instruction and international teaching standards.

e.2 All instructors must teach a maximum f 2 students at a time, with designated kite caddie per class, to make sure passersby and other beach users are given warnings on falling kites and other dangers.

e.3 All instructors Must Register with BWA, with letter from school owners for issuance of ID, NO ID, NO TEACHING.

e.4 All instructors must wear designated vest with assigned color of school they belong to. His is for easy identification or monitoring of instructors and schools.

e.5 Non-BWA school kite instructors will be warned if caught teaching ad reported to the authorities.

f. Kiters and Windsurfers

f.1 All kiters, whether instructors or private, must keep clear the first 50 meters of the beach water from the shore. This is for the safety of students and other beach users, dong jumps ad tricks.

f.2 All kiters must swim out,body dragging if wind is light; otherwise DO NOT o out at all.

f.3 Kiters ad Wind surfers must stay AWAY or strictly follow the right of way when practicing the sport for safety.

g. Private Kiters

g.1 All private kiters even hotel guest kiters or residents at Bolabog UST register with any BWA member schools of your choice for proper guidance, information and safety rules. Kites caught without hanging colored ribbon or any visible material on the kite from a school will be given warning No. 1. Second offense will entail confiscation of kite equipment with penalty. Repeat offenders will be banned from kiting in Bolabog beach.

Section 2. Prohibition. Kiters and Windsurfers. Any windsurfer and/or kiters found violating any provision of this ordinance shall out rightly be restraint from continuing his activity.

Section 3. Implementation. The implementation of these policies shall be undertaken by the appropriate law enforcement agencies of LGU- Malay in close coordination with the BORACAY Wind sports Association (BWA)

Section 4. Effectively. This Order shall take effect immediately.
